1. Background/Introduction
The Bloorcourt BIA installed 20 sidewalk planters in the summer of 2020 to bring greenery and vibrancy to the community and public realm. The BIA is currently requesting proposals for the 2021 calendar year. 

2. Project Goals and Scope of Services
The goal of this project is to maintain healthy, flourishing planters within the Bloorcourt BIA.  
The BIA area is from Montrose Street to Dufferin along Bloor Street West, and extends as far back as the first alley on all perpendicular streets. 
Services to include: 
  • Maintenance and planting of 20 (twenty) planters throughout the neighbourhood on the sidewalks. Dimensions of the planters are: 
    • Volume - 59.25
    • Height - 48”
    • Planter Reference - “Ellise 20” X 48”
  • Maintenance includes clean up and disposal of litter, removal of weeds/dead foliage, and watering of planters.
  • The BIA is expecting no more than 3 (three) plantings of planters.  The cost of a holiday display for the planters is also requested.
  • Watering services to be provided 
    • Please note that there is NOT A water hook-up source available

3. Anticipated Selection Schedule
Proposals will be accepted until Friday, February 19th, 2021, at 5:00PM.  The awarded company will be notified no later than Monday, March 1, 2021, at 5:00PM. Work will commence in mid to late March or early April, 2021.

All companies are invited to visit our neighbourhood and forward any questions relevant to the RFP to [email protected] in order to better create an RFP.

4. Time and Place of Submission of Proposals
Proposals should be submitted in .pdf format to [email protected] 

5. Timeline
Based on review of completed work and communication with the BIA board, the awarded company will hold the contract for the 2021 year. 

6. Elements of Proposal
All proposals must include description of suggested plants and holiday elements. 
Schedules of Events regarding the following must be outlined: 
  • how frequently watering will take place (we recognize that this may change season by season)
  • seasonal plantings
  • Maintenance schedule 
Proposals must explain water transportation throughout the BIA. 
All proposals will allow for a cancellation of tender with 30 (thirty) days notice.
Payment schedule (please note that 3-4 payment dates should be identified to coincide with each seasonal planting)

7. Evaluation Criteria
  • Examples of past work;
  • References for past and/or current work; 
  • Cost of services;
  • Explanation of expertise/technical ability

8. Possible Roadblocks

There is presently no onsite access to water.
